An open frame rack (two-post or four-post) is cheaper, lighter and gives excellent airflow and access, but offers no security or dust protection, so it suits a dedicated, controlled room. An enclosed cabinet adds lockable doors and side panels, keeps dust out, and can take fans or cooling, making it the right choice for villas, offices and anywhere the rack is on show or exposed.
